Environmentalists on Wednesday hailed Democratic victories in United States congressional elections as a possible harbinger of change in the global-warming policies of the world's top polluters.

"This is a good thing for environmentalists who want more give and take on how national policy is developed."

GOP Rep. Richard Pombo, the powerful chairman of the House Resources Committee, plunged to stunning defeat at the hands of an almost unknown Democrat, Jerry McNerney, as Democrats wrested control of the House from the GOP...

What especially stunning about Pombo's defeat is that the Central Valley California district he represents is a haven for conservatives.
